Russia MOF Seeks Comments on Draft Order to Amend Preferential Tax Regimes, Non-Cooperative Jurisdictions List

The Russian Ministry of Finance Nov. 12 opened a consultation on a draft order to amend the list of jurisdictions with preferential tax regimes, or that don’t exchange financial information, to remove the United Arab Emirates (UAE) from the list. The order would enter into force on the date of publication, and would apply to legal relations arising from Jan. 1, 2026. Comments are due Dec. 3. [Russia, Government Portal, 11/12/25]
