The House is slated to vote Tuesday on legislation to end a short-term lapse in annual funding at the IRS and other agencies, though obstacles to passage are popping up.

Lawmakers in both parties have slammed the bill, which includes funding for much of the federal government through Sept. 30 and a two-week stopgap for the Department of Homeland Security.
