Texas Comptroller Adopts Emergency Rules on Historically Underutilized Business Program

The Texas Comptroller of Public Accounts adopted emergency amendments to regulations on the Historically Underutilized Business (HUB) program. The amendments remove race, ethnicity and sex-based classifications from HUB eligibility criteria and program implementation, focusing the program on service-disabled veteran-owned small businesses.
