A UN committee has provided countries with a preliminary document for negotiating a global tax treaty, naming fair taxation of corporations and wealth taxes as areas of focus.
The committee’s “zero draft terms of reference,” produced by the committee’s 20-member bureau Friday, sets out the basic parameters and mechanisms for a United Nations Framework Convention on International Tax Cooperation, Ramy Youssef, the committee’s chair, said in a note accompanying the draft.
“The zero draft ToR aims to provide guidance to the negotiation of the framework convention without unduly limiting flexibility,” Youssef said.
