UN Tax Treaty Group Enters Final Talks as Stark Divides Remain

A United Nations committee crafting the foundations of a new global tax treaty began its final round of negotiations Monday with stark disagreements remaining between wealthy and developing economies.

At the start of three weeks of meetings in New York, committee members laid out conflicting views on not only objectives but also process—such as whether to negotiate the treaty by consensus or majority voting, whether side-agreements called protocols should be negotiated simultaneously, and whether to avoid tackling tax issues that are also under negotiation at the Organization for Economic Cooperation and Development.
