Citigroup Inc. has hired a Libor expert and former U.S. Treasury official to oversee risk and controls for a large swath of the Wall Street giant’s North American business.
Peter Phelan, a three-decade financial-services veteran and deputy assistant secretary for capital markets under former U.S. Treasury Secretary Steven Mnuchin, will lead risk and control functions inside the firm’s North American institutional clients group.
