Brazil President Jair Bolsonaro signed a decree Oct. 15 setting rules for hiring temporary workers through companies that provide them.
Decree No. 10,060 (Portuguese) set a regulatory framework to clarify a 1974 law that was altered by a 2017 labor reform. The decree stated that temporary workers are not employees, although the company using them can give them orders as if they were employed. This measure was designed to protect companies from lawsuits by temporary workers claiming the full rights of employees.
