The draft of the 2025 federal withholding certificate was released Sept. 13 by the Internal Revenue Service.
The draft 2025 Form W-4, Employee’s Withholding Certificate, includes an expanded list in its instructions on Page 2 of situations in which an employee should use the IRS’s Tax Withholding Estimator. This includes when an employee fills out the form after the start of the year, only expects to work part of the year, has life changes that would result in withholding adjustments such as marital status or number of dependents, or receives nonemployment income, the IRS said.
