Drafts of two of the primary federal tax guides for employers were released by the Internal Revenue Service.
The draft Publication 15, Employer’s Tax Guide, did not contain any substantial changes. Some examples in the draft use placeholders for withholding amounts pending the release of the 2025 federal withholding methods.
The draft Publication 15-B, Employer’s Tax Guide to Fringe Benefits, includes some 2025 values that have already been released by the IRS, such as for the transportation exclusion benefits and definitions of highly-compensated, key, or control employees.
