Kansas is making substantive modifications to its unemployment insurance program under a bill that will go into effect on July 1.
Gov. Laura Kelly (D) signed Substitute HB 2570 into law on April 24.
Tax Rates
Substitute HB 2570 adjusts Kansas’ 13 unemployment tax rate schedules by lowering rates for positive-rated experienced employers and increasing rates for negative-rated experienced employers. The seven schedules with the lowest tax rates will assign the most positively rated employers a zero percent tax rate, which is not possible under the state’s current rate schedules.
