Maryland Enacts Family-Leave Insurance Plan Funded By Payroll Tax

Maryland is to launch family-leave insurance program that requires payroll contributions in 2023, under a measure that was passed by the legislature April 8 after overriding Governor Larry Hogan’s veto.

Under the measure (S.B. 275), employers and employees are to contribute to a family-leave insurance fund starting Oct. 1, 2023.

The contribution rate in effect from Oct. 1, 2023, to Dec. 31, 2025, is to be determined by June 2023. It is likely that a rate of at least 0.35% would be required to maintain the solvency of the program’s trust fund, the measure’s fiscal estimate said. ...
