Massachusetts released its withholding methods for 2025, which incorporates the 4% surtax on high earners, effective from 2023, the state revenue department announced on Jan. 13.
Under the withholding methods, the surtax income threshold increased to $1,083,150 for 2025, up from $1,053,750 in 2024. Annual income up to the surtax threshold is taxed at 5%, and any income exceeding the threshold is taxed at 9%.
