North Carolina is preempting local laws that impose requirements on employers relating to employee compensation, under a bill that is effective retroactively as of July 1.
HB 259 clarifies that laws relating to employee compensation include ones that regulate wage levels for employees, hours of labor, payment of wages, benefits, leave, or the well-being of minors.
Local laws that regulate public employee compensation are exempt, as well as employers that receive federal community development block grants or certain state economic development incentives, under the bill.
HB 259 became law on Oct. 3 without the governor’s signature.
