North Carolina will lower its flat tax rate to 4.25% in 2025, down from 4.5% in 2024, the state revenue department said Dec. 16. Additionally, the withholding rate for supplemental wages will decrease to 4.35%, down from 4.6% in 2024.
A new withholding exemption has been added to Form NC-4 EZ for qualified enrolled members of federally recognized Indian tribes. While the withholding formula remains unchanged from 2024, inflation-related adjustments have been made to the withholding tables for each filing status.
