The draft instructions to employers for calculating employee withholding on the draft 2019 FormW-4, Employee’s Withholding Allowance Certificate, need more details on where to find information on prior-year W-4s, the American Payroll Association said July 3 in a letter to the Internal Revenue Service.
In the instructions, the IRS advised employers to make their prior-year W-4 data conform to the new withholding method for 2019.
