Virginia is ending subminimum wages for disabled workers effective July 1, 2030.
HB 1924 prohibits employers from paying subminimum wages to disabled workers unless they are paying subminimum wages prior to July 1, 2023, under a special federal 14(c) certificate. A 14(c) certificate permits an employer to pay a disabled worker a subminimum wage.
Effective July 1, 2030, all employers must pay disabled workers at least the minimum wage regardless of whether they hold a 14(c) certificate issued prior to July 1, 2023, under the bill. At that time, disabled workers will be considered employees for minimum wage purposes.
