Ten Attorneys Appointed by IRS Associate Chief Counsel’s Office

Ten attorneys have been appointed to a variety of positions in the IRS Office of Associate Chief Counsel (International), the office said Thursday.

James Kelly has joined as deputy associate chief counsel for controversy and litigation. He previously was a partner with Mayer Brown LLP.

Robert Scarborough, formerly a partner with Freshfields Bruckhaus Deringer LLP, and David Berke, a former tax associate with Skadden, Arps, Slate, Meagher & Flom LLP, have both joined as special counsel.

Ricky Owens will serve as chief of ACCI’s Branch 1, where he will continue to specialize in treaties and various inbound provisions. He previously was a senior technical reviewer in Branch 1.

John Sweeny, formerly a special counsel with ACCI, will be a senior technical reviewer of Branch 1. Tracy Villecco, former senior counsel in Branch 1, will serve as a senior technical reviewer of Branch 3. Brad McCormack, previously an attorney with Branch 6, will be a senior technical reviewer in that branch.

Sarah Stein, who has been an attorney with Branch 1, and Joshua Roffenbender, who has been an attorney with Branch 2, will now serve as a senior counsel in their respective branches. Ulysses Chatman, previously an attorney with Branch 4, will be a senior counsel in Branch 6.
