Michigan Gov. Gretchen Whitmer (D) proposed more than $800 million in new taxes next year to help stabilize the state’s Medicaid program, including new levies on digital advertising, smoking, and gambling.
Presenting her executive budget for fiscal year 2027 Wednesday, Whitmer recommended six new tax programs to support Michigan’s Department of Health and Human Services. She attributed the need for new revenue to features of President Donald Trump’s 2025 tax and spending law, which is projected to chop $911 billion in federal support to state Medicaid programs over the next 10 years.
