Pennsylvania Lawmakers Pass Bill Reforming Tax Appeals Process

Pennsylvania lawmakers approved legislation that would reform how taxpayer disputes are resolved, sending the measure to Gov. Josh Shapiro (D).

The bill, SB 1051, would formalize the Board of Finance and Revenue’s authority to initiate and oversee voluntary settlements in tax appeals, allowing taxpayers to avoid lengthy and expensive battles in court.

The state’s current process for tax appeals results in many cases winding through the Commonwealth Court, which can put taxpayers with limited resources at a disadvantage, proponents of the legislative changes said.
