New York Gov. Kathy Hochul (D) will detail her plans on Tuesday to address cost-of-living issues with one eye on political rivals preparing to challenge her re-election next year.
Her annual State of the State address sets the stage for budget negotiations at a time when Hochul has struggled politically along with her party. A Nov. 26 Siena College poll found a plurality of voters disapproved of her job performance by a 49% to 46% margin.
